    Richmond, VA – August 16, 2022 – Care Advantage, Inc.(“Care Advantage”), one of the largest privately owned home health companies in the Atlantic Mid-South, completed the acquisition of Youngs Healthcare earlier today. 

    Following swiftly behind the company’s most recent purchase of National Home Healthcare in Herndon, Virginia Youngs Healthcare becomes the seventeenth acquisition Care Advantage, Inc. has completed since 2018. It also marks the fifth acquisition since joining forces with Searchlight Capital Partners (“Searchlight”) in 2021.  

    The addition of Youngs Healthcare underpins the company’s presence and rapid expansion in Northern Virginia, but also its strategic approach of adding additional service offerings to the Care Advantage, Inc. portfolio, such as adult daycare services. Youngs also highlights the company’s diverse cultural background catering to Korean, Chinese and Vietnamese populations in the Northern Virginia footprint. With over 400 caregivers committed to the happiness and wellbeing of their patients and clients, Youngs will continue to grow and add to their extensive service offering.

    Deloris Witcher, caregiver (PCA) for Care Advantage, has been named a 2022 Frontline Honors honoree by Home Health Care News.

    To become a Frontline Honoree, an individual is nominated by their peers. The candidate must be a dedicated, high-performing frontline worker who delivers exceptional experiences and outcomes; a passionate worker who knows how to put their vision into action for the good of seniors and aging industry professionals; and an advocate for seniors, their industry, and their peers.

    Home Health Care News caught up with Witcher to discuss their time in the home health care industry.

    HHCN: What drew you to the Home Health Care industry?

    Witcher: Since my youth, I have always had a deep-rooted passion for caring for people. The same vigor translated to adulthood. Therefore, I firmly believe I was intended for this industry because of its purposes. Plus, I love the idea of patients receiving immaculate care at home.

    What’s your biggest lesson learned since starting to work in the industry?

    As a HealthCare professional, I learned the importance of delivering an unparalleled patient experience. I accomplish this daily by concentrating on the most significant component, “the client” and centering on their needs.

    What’s your favorite part about your job?

    Although there are many compelling aspects to the job, my favorite part is the opportunity to work with my clients. Overall, they inspire me to become a better person. This field has challenges; however, there is a far greater reward.

    What do you want society (or the general public) to know about your job?

    The unpleasant truth is many people in society come home from work daily without a sense of pride or purpose. But, conversely, that is not the case in Healthcare, specifically in-home. Working in this field, I achieve my encouraging goal of helping clients best maintain their health at home.

    What may be one thing leaders don’t know, that you wish they universally knew, about your job?

    Even though we are considered “Front Line Heroes” imperatively, there needs to be more respect placed on Personal Care Aides. Not only do we directly affect our clients, but we also significantly impact the families and communities we serve. Therefore, especially during the perilous times of COVID-19, our jobs are more crucial than ever before!

    RICHMOND, VA – Care Advantage, Inc., headquartered in Chesterfield County Virginia, is proud to congratulate Tim Hanold, CEO of Care Advantage on his recent appointment by Governor Glenn Youngkin to the Board of Medical Assistance Services. Care Advantage is the largest, privately owned home care provider in the Atlantic Mid-South and can service over 90% of the Commonwealth of Virginia in terms of population and geography.

    The purpose of the Board of Medical Assistance Services is to ensure that the categorically and medically needy citizens of the Commonwealth have financial access to a cost effective, comprehensive health care delivery system. Board appointments last for four-year terms and consistently review legislative, budget and regulatory updates for the Department of Medical Assistance. The Board makes recommendations to the Governor for improvements and monitors the Medicaid Expansion passed by previous administrations. Currently, the Department of Medical Assistance services nearly 2 million Virginians enrolled in Medicaid, with numbers trending upwards.

    “It is my honor to welcome our newest civil servants and board members to the administration as we continue our efforts to make Virginia the best place to live, work, and raise a family. I am excited for our team to grow in expertise and aptitude as we conquer the most pressing challenges in Virginia that these coalitions of qualified individuals will serve to address,” said Governor Glenn Youngkin.

    Mr. Hanold’s appointment was announced on Friday, June 10t by the Office of the Governor.

    IF GENERAL ASSEMBLY DOESN’T ACT, HOME CARE AGENCIES COULD BE HIT HARD

    The COVID-19 pandemic fundamentally shifted our perception of health care and upended its delivery. While there was a necessary focus on hospital capability, too often services in the home failed to receive the critical attention it deserved. As hospitals reached capacity, home health agencies met the demand as the most cost effective and preferred setting of care while continuing to address long-term health care needs.

    These same home health care agencies are now on the brink of a serious issue.

    As the 2022 General Assembly moves toward budget reconciliation, Virginia lawmakers will make an important determination about the future of home health care in the Commonwealth as they decide whether to increase Medicaid reimbursement rates for home care to fair and sustainable levels.

    Virginia’s reimbursement rate is currently $17.22 an hour. The last 12.5 percent reimbursement increase in 2021 was unfortunately not enough to keep pace with the 26 percent increase in wages of personal care aides in 2021. (The nationwide mean hourly wage of personal care aides was $13.49 in 2020, according to the Bureau of Labor Statistics) Current rates are so low, home care agencies may struggle to pay caregivers, provide benefits, or procure training that increases competency and access to a career ladder which allows home care providers to move from personal care attendant to registered nurse.

    However, this decision is about more than just dollars and cents, it is a proclamation on the viability and access to care in the home for the Medicaid population. In short, if Medicaid reimbursement rates are not adequately increased, home care agencies will no longer be able to provide these services to Medicaid patients.

    The math is simple, but the impact is not. The support of a fair increase will keep tens of thousands of Virginians employed and provide access to necessary home care services to the most vulnerable Virginians.

    The data on this is compelling and clear.

    The provision of in-home care can be a 95-98 percent cost savings over a traditional hospital stay. Additionally, specialized health care in the home promotes cost avoidance by keeping care recipients out of emergency rooms and long-term nursing homes, creating two dollars of savings for every dollar invested in the home.

    Patients also prefer to receive healthcare services in their home as it provides flexibility, dignity, and extended independence. Moreover, many recipients of in-home care report higher levels of satisfaction with at-home care delivery than in other healthcare settings.      

    As a result, the demand for home care is rapidly expanding. This is particularly true given the over 65 population is projected to grow from 56 million in 2020, to 73 million in 2030.  With this growth is the opportunity to create and sustain purpose-driven work for many as the need for home health and personal care aides are projected to grow much faster than the national average for all occupations. The decision to not support an increase in Medicaid reimbursement rates places current and future jobs at risk in Virginia.

    It will also result in the commonwealth’s most vulnerable population losing access to care and increase the likelihood they fall through the cracks of an already fractured health care system or overwhelm existing nursing homes. An investment in home health care reinforces the safety net for the commonwealth and provides a fiscally responsible pathway alongside clinically superior and socially conscious care.

    If the General Assembly overlooks the importance of increased funding for Medicaid reimbursement rates for home care it will be financially unsustainable for home health care agencies to continue providing services to Virginia’s Medicaid recipients. The result could cost Virginia jobs, access to needed care and compromise the stability of our communities.
